Ouch! While that does look like a sore spot, it would be hard to tell if it was cancer or not without a complete exam and testing of the area. 9 months is young, and other possibilities such as allergic reactions, bee stings/bug bites, abscesses (infection under the skin), cysts, etc are a lot more common than cancer at that age.

If the area is very bothersome to Zen or rapidly growing in size, bringing him into your vet for an exam is best. They can look at the area, and may also take a sample of it with a needle or biopsy to have it looked at under a microscope or tested - to determine if there is infection, etc. Until you can get to the vet, keeping an Elizabethan (cone) collar on him to prevent him from licking and chewing the spot (and spreading bacteria) is best.
