There is no scientific study or evidence that tea trea oil is not dangerous to fish. Oil in general is a contaminant for water. I strongly advise against any contact of your fish with tea tree oil. This is especially important considering that bettas are labyrinth fish which need to come to the surface once in a while to breathe, besides using their gills.. Oil on the surface of the water can damage their breathing organs.
