Is my 9-week puppy confusing accidents with a reward for outdoor play?

Sounds like Millie is still a bit confused about potty training and could benefit from a less confusing routine. If you're not able to take her out, then she should be contained to an area where it is easy to clean up any accidents, or crated so that she can learn to hold it a bit better. When you are home, making sure to praise her when she goes outside using the door, or when you take her out can let her known that is the right thing to do. Puppies generally have to go potty about 15 minutes after waking, playing, eating, or drinking so you can use this to your advantage to time her outings.

Potty training is tough. Just stay consistent! Use a pet enzymatic cleaner to clean up any accidents in the house. Start noting when the accidents are occurring to see if there is a timeline. If you are gone, she should be in her kennel. Make sure to take her outside 30 minutes after eating. When she goes outside, give her a special treat. When she has an accident, tell her "no" firmly and clean it up without giving her extra attention.

If you want her to go potty outside only, I would remove the potty pads as this is likely just confusing her. Giving her the option of both may confuse her as to where the appropriate place to go potty is. Instead, taking her out every 1-2 hours, and establishing a routine of going out after eating, drinking, playing, waking up, etc, can help get her used to the fact that outside = go potty time, along with your treats and rewards. If she has an accident inside, moving her outside to let her finish is best, as well as using an enzymatic cleaner to remove any residue and discourage going potty there again. It's very normal for a 16 week old puppy to still be having accidents in the house - most puppies are not reliably housetrained until 8-10 months of age, or older. It sounds like you're on the right track by taking your puppy out frequently, and praising and rewarding him when he goes - but if he's still having accidents in between potty breaks, I would recommend taking him even more often. I take my puppies out every 20-30 minutes while they are being housetrained, unless they are sleeping. There is no need to cage him after he has an accident, or use any other type of punishment, as this won't help - focus on getting him out more often to prevent accidents in the future, if this is happening. Don't wait for some type of signal that he needs to go - just take him every 20-30 minutes. Once he's gone a full 14 days with no accidents at all, you can start to give him a bit more freedom and space out his potty breaks a bit more. Just be patient and consistent, and give it time - he's still just a baby. He will get the hang of things as he gets older :)

Sadie is precious. First remember that she is still VERY young. At only 2 months old, there is still several weeks that she needs to learn. I usually expect puppies to sometimes take until they are 5-6 months old to be completely potty trained. If you aren't already, I would crate train her as this seems to be the quickest method. At 8 weeks old, Mimi is still a tiny baby - puppies have very little bowel or bladder control at this age, so it's normal for her to urinate and defecate frequently at random times throughout the day. You need to take her out every 20-30 minutes at this age, so give her plenty of opportunities to do her business outside. Praise and reward her with a treat each time she goes. Inside, supervise her constantly and take her out immediately if you see any signs that she's thinking about using the bathroom - circling, sniffing the floor intently, etc. Don't scold or punish her for having an accident in the house, as this will only make her afraid to go to the bathroom in front of you - which then makes potty training much harder! It could be that you are not taking Odesia out often enough. At 4 months, she should be going out at least every 2-3 hours, if not more often, and if she is asking to go out, but having an accident at the door, you likely waited too long (since she can't control how well she holds it yet). Puppies also usually need to go potty after eating, drinking, waking up, playing, etc so taking her out after those activities can give her a chance to go and not have an accident as well.
