My female dog in heat won't stop licking our other dog. How to stop?

Because she is in heat, he wants to mate with her, and even if he mates with her again, he will continue this behavior as long as she is in heat. Yes, this is most likely due to a female in heat nearby. Be aware that he or she may attempt to break through the fence so i would not allow him out unsupervised for 3 weeks. Neutering him will prevent recurrence in the future but takes a few weeks to take effect

This can go on for days, and sometimes males can will stop eating and can injury themselves trying to get to the female so they can mate. If you do not want puppies, the only way to stop this behavior is to move either Bailey or your male dog out of the house. Preferably the male dog so you can keep Bailey isolated to prevent her from mating. Have him go stay at a friend's house while she is in heat (this lasts three to four weeks). I would also make an appointment with the vet to have him neutered, and I would get Bailey spayed after she is out of heat. Otherwise, you will have to deal with this every time she is in heat. Licking her vaginal area is a sign of heat, but without seeing in person, I can't say for sure she is in heat. I would recommend keeping her indoors most of the time, walking her on a lead to toilet, and keeping away from intact males so she does not become pregnant.
