Poor Pluto! Since this is a problem that has continued to recur for the past 3-4 months, I would definitely recommend having it examined by a vet. This could be a tumor of some kind, or a recurring infection causing swelling in this area. It sounds like Pluto will probably need oral anti-inflammatory medication as well as an oral antibiotic, and may also need a biopsy of the affected area to find out what it is.
