It is very difficult to say what this is without seeing it in person. It could be a mass, an abscess, seroma, or even a reaction to a bug bite. The important thing is to monitor it for the next few weeks to see if it gets bigger, remains the same, or resolves. If it is an inflammatory response lesion then it will simply go away on its own. So unless it is bothering Barney, you can simple apply a thin layer of Neosporin to it twice daily and continue to monitor it. If it does not resolve or gets bigger then it is best to get your vet to examine the area and provide additional treatment options (i.e. anti-inflammatories, removal, drainage, etc) for Barney.
