These are scabs, possibly caused by sarcoptes mites or flea bites, Since the hair coat appears very thin , this may very well be a mite infection. You will need to take your dog to a veterinarian for a skin exam, possibly a skin scrape and an injection to kill the mites. If you have not done any flea prevention, you should do flea prevention now.
