My dog bit an infected dog. Can my dog get RMF from the bite?

It is good that you are aware that ticks can transmit diseases! RMSF as you said and Lyme disease are just two of them. The only way to know if a dog was infected with rabies is to monitor for signs of rabies. The test for rabies uses brain tissue so it can't be done on an alive animal. There is nothing to be done to prevent Toby from developing rat bite fever if he has been exposed. You will need to monitor him for lethargy, fever, loss of appetite or anything else out of the ordinary. An exam with your veterinarian would be recommended if Toby develops any symptoms. Lyme disease is transmitted by 1 type of Tick but there are other Tick disease caused by different types id ticks. With that degree of inflammation I would have your vet check those area and do lab work. It will check for Tick borne diseases and check for any changes in the blood from the illness if positive.
