Why is my Maltese dog's penis dragging, painful, and affecting him?

Pet's info: Dog | Maltese | Male | neutered | 1 year and 7 months old | 13 lbs

My Maltese appears to be abnormally large and dark when erect. His penis drags on the floor at times and until he relaxes he can barely walk. It's appearance is very concerning. He always is very hesitant to allow me to touch his bottom including washing him in the tub. He seems frequently on edge and can snap at any time. I'm just wondering if there's something to be concerned about and could this be causing discomfort or even affecting his temperament? Can you please advise?

Poor Artie! From your description, it certainly doesn't sound like his penis appearance is normal, and it could be be infected or injured. It may be painful to him, and that would certainly affect his temperament. I would have him seen by a vet in the morning for these issues. It would be good for him to have his penis examined, and if there is a health issue, the vet can discuss treatment options with you.

It looks like Spanky might have a urethral prolapse in your picture. I would recommend having him examined by a veterinarian right away since the prolapsed tissue could become damaged and it could affect his ability to urinate normally. A veterinarian might place some suture around the penis if they are able to reduce the prolapse, but other times more in-depth surgery is needed.
