The moaning may be a sign of pain and discomfort. The licking may be from allergies and may not be related to the bigger problem of him not eating and being lethargic. At his age, cancer is a possibility. Did the lumps get diagnosed or just removed? If there are some changing or reoccurring then I would have your vet check those. He will likely need xrays and lab work to see what is going on further
