Dog licenses can be confusing! It looks like in PA, you just need to submit an application and the appropriate fees to your county treasurer's office. The PA Department of Agriculture has details on exactly how to do this, including a link to the application you need and a directory of county treasurers for each county, on their website. You can find this information here: http://www.licenseyourdogpa.pa.gov/files/licenseyourdog.aspx I hope that helps! :)

I'm sorry but it looks like your question got cut off. I'm not sure if I will be actually answering you correctly. If not, please post again with more information and photos of your pet's skin if you would like some product recommendations. Petco offers low cost vaccination, deworming, flea/tick/heartworm prevention, nail clipping, etc. through their weekend VETCO clinics inside their stores. It doesn't appear that there are any close to you though - the closest one is about 40 miles away. If you are willing to drive this may be your least expensive option. They do not charge an exam fee. Tractor Supply also has a similar program. This is a case for a professional trainer. I suggest you work with a professional trainer or join a dog club where you can do obedience training with your dog and work on the aggression issues. You can also have your dog evaluated by a veterinary behaviorist who can help you with behavioral modification tips as well as medication if necessary. Here is where you can find a veterinary behavioral specialist: https://www.dacvb.org/search/custom.asp?id=4709
