The bone you are referring to is called the os penis, and is a small bone within the structure of the penis. It's possible an injury such as falling or running into something caused it. It would be best to talk with your vet to see why they recommend waiting on surgery, as there may be a medical reason behind it such as waiting for traumatic swelling to go down, or another cause such as underlying illness.

He may now have a urinary tract infection and I recommend you get him checked with your vet as soon as possible for an exam and labwork. Other possibilities may include urinary stones, which could cause a blockage. If his isn't urinating, this is an emergency and he needs to be seen by a vet immediately.
