I'm looking to start a cat adoption center. Where do I begin?

Congratulations on your new cat! The things you need to do are get all the vaccines (boosters included), a Feline Leukemia and FIV test, treatment for fleas and worms, and have his feces checked for parasites. Other potential actions are a microchip and a dental cleaning. Your veterinarian will do a physical exam and then let you know what else may need to be done. Unfortunately, it is against the terms of service for the site for an expert to have contact with a user outside of the site. It's awesome you want to have her spayed. Because she comes to you, you will be able to pick her up and place her in a carrier. I would take her to a local clinic, or low cost clinic in your area. You can do an internet search for low cost clinics in the area, or check with your local SPCA to see if they offer cheap spays (many do offer this option). The vet clinic can spay her for you, and can give her the vaccines and other treatments she needs. Congrats on taking in this cat, she will be lucky to have you :-)

I would advise contacting your vet office and see if they can help you place them. They often have a list of clients seeking pets. Other avenues would involve your local humane society, pet rescue groups, etc. These groups often screen potential adopters and would be a great resource. Congratulations on adding the cats to your family!!!! It's very important to ask questions about what kind of food, litter box and litter are they currently using. Try to use the same products. Also make sure to get a vaccine history and a thorough medical history (including Felv/FIV testing, deworming medication and any flea products that have been applied). That way you will be caught up on everything and can make arrangements to keep them on schedule with the preventive care if needed. In a very general sense, most shelters or rescues will let you visit and get to know animals you are interested in. Some require that you fill out an application to be considered for pet ownership, and others simply require that you pay a small adoption fee to take the animal of your choice home. I'd recommend visiting several shelters in your area, or find rescues for specific breeds you are looking for by using search engines.

You can find people giving them away for free on places like Craigslist. However, these cats may or may not be healthy and will need some level of basic veterinary care (vaccines, spay/neuter and deworming), which can be $300 or more. The most cost-effective option for getting a cat is through a reputable, local shelter (i.e. SPCA, Humane Society, etc.). They will charge an adoption fee (about $100- $150), but you will be getting a cat that has been checked by a veterinarian, vaccinated, spay/neutered, dewormed and other treatment or testing as necessary. Some shelters will have an affiliation program with nearby veterinary clinics where the clinic will provide you with a free examination to establish yourself there. I would ask the shelters if they have such a program. When going to the veterinarian, I would ensure that you are looking at preventative care (heartworm and flea / tick prevention).
