My neighbor's cats are neglected and causing problems. What to do?

Hello. Samson may have allergies, or a parasitic skin infection, such as what is seen with fleas & skin mites. Ear infections can also cause a cat to scratch in some of these areas. Have you spoke to your neighbors to see if they are aware of the cat's condition? Perhaps they are have financial difficulties. You can certainly offer to purchase & apply a good flea & tick product on Samson ( Bravecto for cats is an excellent choice ), or even volunteer to take Samson to the vet at least one time. You can also supply Samson with some extra food, when he comes by. Seeing a pet in need is a sad thing, especially when all you can do is stand by & watch. Do whatever you can to help this poor guy, but just be aware, not all people appreciate unsolicited advice or assistance. You should check with your local laws but typically you cannot authorize care for a pet that is legally still owned by someone else out there written or express permission. You could talk to your neighbor about allowing you to take ownership over Furbie in order to get medical care. If you feel Furbie is being neglected or suffering and I recommend contacting your local animal control to discuss options.

He does need to see a vet as soon as possible, as he could have a severe respiratory infection, heart disease, or possibly even cancer if he's an older cat. I would call the RSPCA to come out and get him. They can get him the medical treatment he needs.

The best thing you can do to help this family of cats would be to have your parents contact a local animal control officer, who can rescue these cats and bring them to a shelter so they can get any necessary treatment (deworming, flea treatment, and appropriate food), and be put up for adoption. These cats, especially as strays, are likely not vaccinated and can be dangerous to handle, and can spread diseases amongst themselves but also to humans. I hope this is helpful! You can strongly recommend to the owner that he/she bring the cat to their veterinarian for an exam. That paw looks painful and possibly infected. The cat will need an exam, x-rays (to diagnose fractures), bloodwork, antibiotics and pain management. An e-collar (cone) will prevent licking and chewing. You can't legally do anything since you are not the rightful owner. If you do, you risk litigation if the cat takes a turn for the worse. If there is no owner, contact your local animal control officer or humane society.

There are several signs of neglect - they can include severely matted fur (which can mask weight loss), staining of the fur, living in an environment that is unsanitary, and most commonly, a very poor, thin, body condition. OMG, this kitty is very ill, it is not possible to say what she is suffering from without a hands-on exam. I suggest you offer her food and water, put her in a box with a towel and take her to a veterinarian ASAP. You can also call your local Animal Control or a shelter and they may pick up the cat from you.
