My kitten has crusty skin and dandruff after dog shampoo. What is it?

The most common reasons for that much hairloss and flaking skin in a kitten is either mites (mange) or ringworm. There are other possibilities too: severe yeast infection or bacterial infection, autoimmune disease, viral disease, endocrinopathy, etc. I strongly suggest you get her to a vet for an exam. You need a diagnosis before you can know how to treat it. The shampoo you have it not hurting anything but it is not likely to help. While you are waiting to get her to a vet you can try using BETADINE® 7.5% Skin Cleanser. Lather it on her, leave it sit on her for 5 minutes and then rinse thoroughly. Advantage) as fleas are by far the most common reason for these reactions. If the fleas are not the problem, it could be an allergic reaction to food or an environmental factor. this is more complicated to treat and will sometimes require medications such as Steroids, anti histamines or cyclosporin in order to stop the allergy.

I don't see any hard evidence of fleas although i can't rule it out and would recommend treating for them anyway, this looks more like either a fungal, bacterial infection or an allergic reaction. i would not recommend using this shampoo prior to getting this condition diagnosed by your vet.
